CLF Enterprise WUTAP Services
CLF Enterprise Is a TWDB-Approved WUTAP Contractor — Ready to Help Your Water System Qualify for State Funding.
For Texas water and wastewater utilities that need TWDB financial assistance but aren’t yet positioned to receive it, WUTAP closes that gap — at no direct cost to your system. CLF Enterprise is one of a limited number of pre-qualified contractors authorized to deliver this work.
WHAT IS WUTAP?
The Water Utilities Technical Assistance Program (WUTAP) is a state-funded initiative administered by the Texas Water Development Board (TWDB). Its purpose is straightforward: many water and wastewater systems in Texas have legitimate infrastructure needs and valid projects — but their financial records, rate structures, conservation plans, and documentation don’t yet meet TWDB’s application requirements.
WUTAP fixes that.
The program connects eligible systems with experienced, TWDB-approved technical assistance providers who work directly with utilities to strengthen their applications — targeting the areas that most often slow down or derail funding requests, such as incomplete documentation, outdated plans, and weak financial structures. WUTAP is not a grant or a loan. It is a state-funded support program that provides up to $150,000 in services to help your system build the technical, managerial, and financial capacity needed to qualify for TWDB financial assistance — at no direct cost to your utility.
WHO QUALIFIES?
WUTAP is open to all Texas water and wastewater systems that intend to apply for TWDB financial assistance — municipalities, districts, and water supply corporations. Prior experience with the TWDB is not required, and there are no size restrictions. Texaswaternewsroom
If your system has deferred infrastructure improvements due to funding complexity, or if a previous application stalled because of documentation gaps, WUTAP may be the right starting point.
Common qualifying situations include:
- Financial records that need organization or updating
- Rate structures that don’t yet demonstrate long-term debt repayment capacity
- Water conservation plans that exist on paper but haven’t been formally approved
- No prior experience applying for TWDB financial assistance
- Staff capacity stretched too thin to manage the application process internally
WHAT CLF ENTERPRISE DELIVERS
As a TWDB-approved WUTAP contractor, CLF Enterprise works directly with your utility to prepare the documentation and plans TWDB requires before approving financial assistance. Our team handles the legal, financial, and administrative coordination so your staff can stay focused on operations.
Deliverables under WUTAP include:
- Water conservation plans — prepared to meet TWDB approval standards
- Project information forms and abridged applications — submitted accurately and on time
- Financial management assessment — identifying gaps in controls, reporting, and operating processes
- Rate study coordination — demonstrating your system’s capacity to sustain debt repayment
- SRF procurement training — ensuring your team understands federal compliance requirements before funding arrives
- Full financial assistance application — for systems invited to proceed to that stage
Every engagement is scoped to your system’s specific needs. We don’t deliver generic reports. We deliver the exact documentation TWDB requires to move your application forward.
WHY CLF ENTERPRISE
CLF Enterprise brings a track record that few WUTAP contractors in South Texas can match. We have managed more than $250 million in public infrastructure projects across the Rio Grande Valley — including major drainage and flood control initiatives in Hidalgo County and Cameron County, and more than $120 million in grant funding secured for government agencies and nonprofits.
We understand how public agencies operate, how TWDB evaluates applications, and what documentation survives scrutiny. That operational knowledge is what we bring to every WUTAP engagement.
We also understand the pressure that smaller utilities face. Many water supply corporations and small municipal systems don’t have a grants department, a financial consultant, or a dedicated compliance officer. We function as that capacity — organized, responsive, and accountable to your timeline.
THE PROCESS
Step 1 — Application to TWDB Your system applies to participate in WUTAP through the TWDB. CLF can assist with this process and help you understand the prioritization criteria used to select participants.
Step 2 — Matching TWDB matches approved applicants with a pre-qualified contractor. As an approved WUTAP contractor, CLF Enterprise is available for assignment.
Step 3 — Assessment We conduct a structured review of your system’s current financial records, plans, rate structures, and documentation — identifying exactly what needs to be completed or corrected.
Step 4 — Deliverable Development CLF prepares all required documentation: conservation plans, rate studies, financial summaries, application forms, and compliance training materials — tailored to your system’s specific gaps.
Step 5 — Application Submission Your system is positioned to submit a complete, approvable application for TWDB financial assistance — with the documentation, plans, and processes in place to support long-term success.
