$250M+ in Public Infrastructure Delivered — Right Here in South Texas.

CLF Enterprise has managed more than $250 million in government and private infrastructure projects — handling the legal complexity, land acquisition, and coordination that keeps projects on schedule and out of court.

CLF Enterprise has spent years doing the work that most public infrastructure projects stumble on: resolving title complications, negotiating eminent domain matters, and clearing the path for construction to proceed on time. Our team has managed more than $250 million in project value across road expansions, flood control systems, and grant-funded public initiatives — primarily for municipalities and government agencies across the Rio Grande Valley. The projects below represent the scope, complexity, and execution discipline we bring to every engagement.

Key Projects

Paving machine laying new asphalt on road with workers

10th Street Expansion Project — McAllen, Texas

$26 Million Road Expansion | Real Estate Acquisition & Eminent Domain
CLF managed all real estate acquisition activity for this major arterial road expansion in McAllen — one of the fastest-growing cities in Texas. Our team negotiated with property owners, coordinated with city and engineering staff, and resolved title and boundary issues that could have delayed construction. The project moved forward without litigation, delivering improved traffic capacity and commercial access to a high-growth corridor.

Hidalgo County Drainage Project

$190 Million Flood Control Initiative | Eminent Domain Legal Services
This is CLF’s largest completed project by dollar value — and one of the most legally complex drainage initiatives undertaken in South Texas. CLF handled the full scope of eminent domain matters, working directly with county officials and property owners to acquire the rights-of-way necessary for a regional drainage system affecting thousands of residents. Projects of this scale rarely move on schedule without experienced legal coordination. This one did.

Cameron County Drainage District No. 6

$22.5 Million Flood Prevention | 60+ Parcel Acquisitions
CLF successfully acquired more than 60 parcels for this flood prevention initiative — a transaction volume that demands systematic documentation, consistent stakeholder communication, and airtight legal process. Every acquisition was completed in compliance with applicable state and federal requirements, protecting the district from post-project legal exposure. The result: a completed flood control system that will serve the community for decades.
