CLF Enterprise’s acquisition teams have worked more than 50 parcels across a four-state footprint spanning Texas, Arizona, California, and New Mexico under its multi-state real estate acquisition contract with CBP’s Office of Facilities and Asset Management. Jose Luis Caso
General Manager
Jose Luis Caso, J.D. (UT Law), B.A. Rice University, licensed in Texas and D.C., has 18 years of legal experience spanning environmental regulation (TCEQ), litigation for governmental entities, county administration (Chief of Staff, Hidalgo County Precinct 4), and firm leadership. Since 2018 he has led CLF’s 12-person team through more than $1 billion in public infrastructure projects and is a recognized statewide authority on multi-agency TxDOT coordination, having briefed 200+ Texas city attorneys on the subject in June 2024.

Richard A. Cantu
Senior Attorney
Richard A. Cantu, J.D., Texas Southern University, Thurgood Marshall School of Law (1996); B.A. Political Science, Texas A&M University. Licensed with the State Bar of Texas since 1996 — 30 years of continuous practice. As Principal of the Law Office of Richard A. Cantu, P.C. in McAllen, he has handled residential, commercial, and farm-and-ranch real estate transactions, financing and closings, and real property litigation, adding a deep South Texas transactional bench to CLF’s ROW and infrastructure work.
Lee Reyes
Director of Administrative and Paralegal Services
Lee Reyes, B.A. Government (French language citation), Harvard University. Since July 2019, Reyes has directed CLF’s administrative and paralegal operations, overseeing electronic filing for real estate transactions and case workload management across the firm’s ROW and eminent domain practice. Before CLF, he served as a Legislative Aide in the Texas House of Representatives, synthesizing up to 35 bills weekly — a high-volume, deadline-driven background now reflected in the firm’s document turnaround discipline.
Carlos Jasso
Senior Right of Way Agent and Program Manager
Carlos Jasso, B.A. Finance, University of Texas–Pan American. Jasso brings a depth of experience with years of right-of-way services and hundreds of completed acquisitions across transportation, drainage, water, and infrastructure projects at the federal, state, and local level. Since 2022 he has managed CLF’s ROW project coordination and stakeholder engagement; he previously served as Grants Director for Edinburg ISD and Safety Manager at Econ Group LLC.
Martin Walker
Chief Quality Officer
Martin Walker, M.B.A., Saint Leo University; B.S. Liberal Studies, Excelsior University; Google Project Management Certificate. Walker has led CLF’s firm-wide QA framework since October 2023, applying ISO 9001/14001/45001 standards to legal and grant workflows. He spent 15 years as Fleet Superintendent for the U.S. Maritime Administration overseeing real estate and asset management for a federal facility and building an ISO-based QEH&S system, preceded by 20 years as a U.S. Coast Guard officer in federal policy review, investigations, and interagency coordination — a 35-year federal compliance background now built directly into CLF’s document and audit standards.
Oliver De La Garza
Community Liaison
Mr. De La Garza has worked with rural communities for over 15 years in county and state government by assisting them with obtaining infrastructure funding from state and federal agencies. Mr. De La Garza earned a BA from Our Lady of the Lake University.
Diana Villarreal
Senior Title & Escrow Specialist
Ms. Villarreal has over 20 years of experience in real estate transactions, Ms. Villarreal brings a high level of expertise in escrow, underwriting, and multi-party title resolution for public infrastructure projects. She has successfully facilitated the closing of complex, high-value acquisitions.
Karla Montemayor
Right of Way Agent and Grant Specialist
Ms. Montemayor, M.P.A. and B.A., University of Texas Rio Grande Valley. Primarily serving as a right of way agent and land acquisition negotiator, Ms. Montemayor also has great depth in researching and writing grants for government and nonprofit entities for seven years and holds advanced training in grant research and grant writing.
