Jose Luis Caso
General Manager
Mr. Caso has over 13 years of legal experience working for both governmental and commercial entities. He earned a Bachelors Degree from Rice University and an Juris Doctor from The University of Texas School of Law. He is licensed to practice law in both the State of Texas and Washington D.C.

Lee Reyes
Director of Administrative and Paralegal Services
Ms. Reyes is a Harvard University graduate. She has prior experience working at the state legislature, with a particular focus on local governments. At CLF she is responsible for all aspects of administrative and paralegal support. Her role is crucial in maintaining the smooth operation and coordination of the project’s various elements.

Carlos Jasso
Right of Way Agent and Program Manager
Mr. Jasso has over 10 years of government experience working for both governmental and commercial entities. His keen negotiating skills on R.O.W. projects has led to a very high rate of settlements without further legal actions. He graduated from the University of Texas Pan American with an Economics degree. Certified by Housing Urban Development for Grant Management.

Martin Walker
Chief Quality Officer
Mr Walker has over 35 years of government experience working for the U. S. Coast Guard and the U. S. Maritime Administration. He earned a Bachelors Degree from Excelsior University and an MBA from Saint Leo University. He has a certificate in Project Management and Business Analytics.

Oliver De La Garza
Community Liaison
Mr. De La Garza has worked with rural communities for over 15 years in county and state government by assisting them with obtaining infrastructure funding from state and federal agencies. Mr. De La Garza earned a BA from Our Lady of the Lake University.

Diana Villarreal
Senior Title & Escrow Specialist
Ms. Villarreal has over 20 years of experience in real estate transactions, Ms. Villarreal brings a high level of expertise in escrow, underwriting, and multi-party title resolution for public infrastructure projects. She has successfully facilitated the closing of complex, high-value acquisitions.

Karla Montemayor
Senior Grant Specialist
Ms. Montemayor has researched and written grants for over seven years and serves as the senior grant specialist at CLF. She has experience writing grant for government and nonprofit entities and is has completed advanced training in grant research and grant writing. She holds a Bachelors andMaster of Public Affairs degrees from the University of Texas Rio Grande Valley.
